Miller Quoted in Columbus Business First Story Regarding Hillard Redevelopment Project

Joe Miller, a partner in the Vorys Columbus office and chair of the litigation group, was quoted in a Columbus Business First story titled “Hilliard City Council rejects Noor Islamic Cultural Center's redevelopment project.”  The story was about a Hilliard City Council vote to reject Noor Islamic Cultural Center's redevelopment plans for an office building it had recently purchased.

The story states:

“Prior to the city council meeting this week, Hilliard's planning and zoning commission recommended that schools and religious activities be permitted only as a conditional use instead of a permitted use under the PUD text outlined in the plan.

It also wanted to dictate the types of uses and percentage of space that could be utilized on a floor-by-floor basis.

Vorys attorney Joe Miller, who spoke at the council meeting on behalf of Noor, said he had never seen this type of floor-by-floor proposal from a city.

‘I've been doing this for 20-some years, I have never seen the city ... playing developer, picking and choosing, floor by floor, what should be allowed,’ Miller said, adding the city is ‘insisting blindly upon office uses that are dead’ in a post-pandemic market.”
